I've verified on the asterisk console that MOH is actually starting. I've captured a sip trace and can't find any reason for this there.
Most calls are just fine. Any call that doesn't come from this one local provider's local network is fine. about 3% of local land line calls trigger this problem.
I'm not even sure where to start here. My SIP provider (same company as the local land lines that have problems) says that it's not on their end. Really at a loss here.
