After untarring they showed up in the nl directory (Flemish is a variant of Dutch) and they have worked properly. Some time later I noticed that the Flemish sounds have been replaced by Dutch. Is there maybe a mechanism in FreePBX that these files are uploaded automatically, for example when changing the system language settings ? Possibly someone tried to reactivate English sounds for a while and reverted back to Dutch and so loosing the Flemisch sounds, or is there an automatic check and upload of Dutch when FreePBX is restarted or upgraded with newer modules?
