Queue penalty configuration possibilities - Commercial alternatives?

expert => SIP/201,0

Is there any way of doing this with or without a commercial module?

From the information I've found on Internet "It will only go to the next extension if the current extension is either busy or unavailable.".This will not work for us, I want there to be a timeout. Like after 20 seconds the average sellers will be included.
